Recently, Haizhu district in Guangzhou issued the first batch of special incentive funds for high-quality development in urban industries to 15 large-scale industrial enterprises, totaling 10.38 million yuan ($1.45 million). The highest individual reward reached 3.8 million yuan.

This action is the "Implementation Measures for Promoting High-Quality Development of Urban Industries in Haizhu district." Since its release in July 2022, these measures have promoted the accelerated, sustained, and innovative development of urban industries throughout the district.

Through policy guidance and coordinated investment attraction, efforts have been made to facilitate the implementation of 12 urban industrial projects, including cross-border automobiles and official health facilities in Haizhu district.

In 2023, the total industrial output value of enterprises above the designated size of 20 million yuan ($2.8 million) in Haizhu district increased by 27.9 percent year-on-year, maintaining a leading position in the city's high growth. The computer, communication, and other electronic equipment manufacturing industries grew by 31 percent, and the pharmaceutical manufacturing industry grew by 12.6 percent, showing double-digit growth.

Haizhu district plans to focus on the development of six emerging industries in 2024, including textile and apparel, biopharmaceuticals and health, optoelectronics and general semiconductors, precision instruments, intelligent equipment, and new energy, accelerating the improvement of the new urban industrial industry chain of headquarters, R&D and core manufacturing.
