The exploration of an enclave governance mechanism in Haizhu district was recently selected as a typical case for the vitalization and utilization of asset resources in Guangdong.
Enclave in this respect refers to land that is under the jurisdiction of a certain administrative area but does not border that area.

Haizhu district has innovated the system of territorial pre-approval for asset transactions, guiding the orderly upgrading of collective industries. Baoye Road, a well-known late-night food street in the central urban area of Guangzhou, has been included in the construction of the Jiangnan Cultural, Commercial, and Tourism Integration Zone. Shayuan Street has improved the enclave economic and social industries of Baoye Road by creating the Jiangnan cultural and commercial complex, which has increased annual income by 6 million yuan ($0.84 million).

Nanshitou Street has analyzed and pre-approved the transformation of enclave economic and social properties, introducing the education, finance, and healthcare industries, and it has created the first industrial upgrade project of Zhuang'er Economic Cooperative.
In 2022, the total income of rural collectives in Haizhu district reached 5.36 billion yuan, and the total assets of rural collectives reached a value of 17.34 billion yuan, representing an increase of 12 percent and 21.6 percent, respectively, compared to 2020.
The reform pilot in Haizhu district has promoted the development and growth of the rural collective economy throughout the district.
