The Guangzhou municipal government announced 18 measures on Aug 9 to promote the development of a more diverse nighttime economy.
They can be divided into four groups, including night market areas, the regulation of businesses, the organization of nocturnal activities, and other facilities supporting the nighttime economy.
Regarding the first group, a proposal was made to establish and designate about 30 urban-level night markets in the province. Each district will leverage its advantages and commercial features in accordance with the planned construction of international consumption hubs.
Regarding the regulation of nighttime businesses, Haizhu supports extending their business hours. Companies will be allowed to set up temporary outdoor stalls using food trucks, pop-up stores, shipping containers, and markets in line with the designated time periods and area requirements. Bars, restaurants, and other venues are forbidden from disturbing the lives of residents after 2:00 am. Those that adhere to this policy shall have all restrictions on their business hours removed.
Regarding the organization of nighttime activities, Haizhu will arrange night market activities within a 15-minute walk of local communities. However, these must not interfere with residents' nighttime rest and they must all comply with local fire safety requirements.
The district also supports the staging of musical performances, dramas, dances, and other activities, and is working to develop tourism-related performance projects.
Regarding the other supporting facilities, efforts will be made to strengthen the related infrastructure and supporting services, including event security, transportation, sanitation services, and lighting.
