Xiao is the dean of the School of HR at Guangdong University of Finance and Economics, as well as the first dean of the School of HR in China.
After graduation, Xiao went to the School of Labor and Personnel of Renmin University of China as a general teacher. He has been focused on HR development since 1993. In 1994, he published his first academic paper, which put forward the HR quality theory.

In 1999, he began to conduct research on HR development within organizations. At that time, there was little research in this field. In July 2002, he published the first monograph on HR in China.
In December 2020, Guangdong University of Finance and Economics established the Guangdong-Hong Kong-Macao Greater Bay Area Talent Evaluation and Development Research Institute and hired Xiao as its president and chief expert.
On March 22, the second Guangzhou Human Resources Expo and Human Resources Industry High-quality Development Forum was held in Pazhou. He released a research report on the development of the HR service industry in the Guangdong-Hong Kong-Macao Greater Bay Area, which analyzed and ranked the development environment of the HR service industry in 11 cities in the Guangdong-Hong Kong-Macao Greater Bay Area.
He believes that Pazhou should strengthen its environmental construction, do a good job in talent services, and rely on industry and talent advantages in order to expand new fields.
