Guangzhou issued a plan to become an international consumption city (2022-25) on March 8.

The plan showed that in five years, Guangzhou will have transformed into a digitally intelligent, fashionable and modern international consumption city.

Guangzhou will build a coastal food corridor along the Pearl River, building a catering consumption landmark. It will also build five high-end food and beverage clusters in business areas, such as the Guangzhou Tower and Pazhou.

Guangzhou will optimize the function and industrial structure of its downtown area, and speed up the construction of commercial consumption areas around Pazhou and the Guangzhou Tower.

Relying on the characteristics of the digital economy and the Canton Fair, Haizhu will build a digital exhibition platform consumption center. It will create a consumption structure that features one axis, one ring and two platforms. The one axis runs from the Guangzhou Tower to the Haizhu Wetland. The one ring refers to the Haizhu consumption ring. The two platforms include the digital economy platform and the Canton Fair platform.

Additionally, Haizhu will build the Guangzhou Tower - Pazhou landmark business district. It will leverage the industrial advantages of its digital economy to develop medium and high-end business facilities, such as conference and exhibition halls, business offices, hotel accommodations, and shopping and leisure facilities. Haizhu will also create new business formats such as nighttime consumption facilities, creative designs and new retail facilities.

Haizhu will focus on building the Guangzhou Tanan Square project to accelerate the development of consumer industries that focus on shopping, specialty dining, digital culture, and film and television leisure.
