The Haizhu district case "data brokers in China lead the institutional reform and innovation of data elements" was selected to be part of the 2022 list of typical cases of reform in China, which was released by China Reform.

Haizhu was a headquarters to pilot units of data brokers in Guangdong province. It also had the only innovative reform unit that had a "data broker" and a "chief data officer" while simultaneously doing "statistical accounting for data production factors" in the province in October 2021.

Haizhu district government data bureau launched the first batch of data broker pilots in May 2022, which included Guangdong Power Grid Energy Investment, Guangzhou Financial Holdings Credit Service, and Guangzhou Vipshop Data Technology.

As a technology-enabled "data broker", Guangzhou Financial Holdings Credit Service connects multi-dimensional data such as production and sales to a data platform, so that banks can issue loans according to the results of risk assessment.
