Huazhou Street was established in March 2002 and was reorganized from Xinjiao township, which has long had jurisdiction over Longtan and Xiaozhou villages.

Xiaozhou village is bordered by a branch of the Pearl River to the south, the Paifang River to the east where it faces Guanzhou Island and Luntou, and Tuhua villages to the northwest. It lies across the Pearl River tributary from Panyu district.
Xiaozhou village is an ancient village with the characteristics of Lingnan water villages found in the urban area of Guangzhou, south of the back channel of the Pearl River. It is surrounded by river water on all sides, and is shaped like a small island. It is surrounded by rivers with 10-kilometer surges; it is this network of rivers that has nurtured its unique water village culture.
There are numerous immovable cultural heritages in the village, including ancient village walls, temples, ancestral halls, study halls, gatehouses, residential houses, and ancient bridges and piers. In 2000, the village was listed as one of the first historical and cultural reserves in Guangzhou. The Xijang River is the largest river flowing through Xiaozhou village. It joins the Paifang River in the village's northeast corner.

Dengying Pier is located at Dengyingwai Street in Xiaozhou village. The pier has existed for more than 500 years. The whole pier is 186 meters long and 27 meters wide, and covers an area of about 5,000 square meters. The pier is constructed with granite stones and is divided into four terminals, the easternmost of which is the street boat pier, from which ferries used to leave for the city. The middle two ports are concave, three meters and 2.7 meters wide respectively. The western pier is convex, four meters wide, and has 13 steps.
