The Haizhu district development and reform bureau recently issued its 14th Five-Year Industrial Development Plan (2021-25).

By 2025, Haizhu plans to optimize its economic structure, upgrade its industrial base and modernize its industrial chain. It aims to reach a GDP of 300 billion yuan ($43 billion) and establish 800 high-tech enterprises.

Haizhu plans to build Pazhou into a world-class digital economy demonstration zone by 2035. The Haizhu district's economic strength, scientific and technological strength, cultural strength and comprehensive competitiveness will aid in these efforts.

Haizhu will focus on promoting the construction of its Pazhou Artificial Intelligence and Digital Economy Pilot Zone and Guangzhou Tower Digital Culture and Tourism Zone industrial cluster in the near future, as well as lay out the construction of the Haizhu New vitality culture, business and tourism integration zone, Shixi to Lijiao high-end fashion headquarters zone industrial cluster, and plan the construction of Zhongda Technology Innovation Zone and Haizhu Wetland Value Zone industrial cluster in the later period.

Haizhu will build an innovation demonstration zone led by the digital economy and carry out an action plan for the high-quality development of its industrial chain.
