Haizhu started a special fund consisting of 1.5 million yuan ($215,468), with the private sector and the public contributing an additional 2.65 million yuan to efforts to build a civilized city. To date, nearly 20 related projects have been completed.

Haizhu has built 303 new era civilization practice centers in the central urban area, with an average distance of 0.5 kilometers.

Haizhu has held cultural and practical activities, such as the Lingnan Painting and Calligraphy Art Festival, as well as the Haizhu Wetland International Music Festival, which have attracted 360,000 people. It has helped to get through the "last mile" of serving the public through continuous innovation of forms and by carrying out spiritual civilization activities.

For example, Xinmin Community on Longfeng Street has a relatively high proportion of seniors. In order to meet their spiritual needs, a Xinmin historical memory and cultural wall has been built in the newly renovated park at Xinmin Community, allowing people to learn about the history and culture of the community.

The new era civilization practice station at Haizhuang Street Baoxian Community features 10 functional rooms, including a home economics center, a family doctor service station, a social condition and a public opinion office, as well as a volunteer service station. It is not only a new era civilization practice site for the community, but also a public service station for residents.
