Guangzhou's Haizhu district issued measures to promote the high-quality development of urban industries recently.

Haizhu plans to offer industrial housing subsidies up to 5 million yuan per year for three consecutive years to newly settled industrial enterprises in its industrial parks.

For existing industrial enterprises above designated size, with an annual turnover of over 20 million yuan ($2.96 million), which have relocated into an industrial park in Haizhu district, have completed housing registration and have paid rent, as well as have achieved positive growth in its annual output value, it will provide an annual industrial housing subsidy of up to 2 million yuan for three consecutive years.

Last year, Haizhu's industrial output value above designated size was 68.04 billion yuan, an increase of 21.1 percent, while the added value of its designated industrial enterprises was 12.69 billion yuan, an increase of 19.2 percent, ranking first in the city in both output value growth and added value growth.

Last year, the number of industrial enterprises above designated size in Haizhu was 71, of which there were 29 enterprises with an output value of more than 100 million yuan. As of the end of last year, there were seven enterprises with an output value of over 1 billion yuan in the region, including four in the supply industry and three in the manufacturing industry.

Haizhu has formed six pillar industries covering the gas supply industry, pharmaceutical manufacturing industry, equipment manufacturing industry, food and beverage manufacturing industry, textile and clothing manufacturing industry, as well as the instrumentation manufacturing industry, with 41 enterprises above designated value with an output value accounting for more than 95 percent of the district's total industrial output value.
