Haizhu recently issued the 14th Five-Year Plan (2021-25) on scientific and technological innovation.

The plan states that Haizhu will strive to increase is technological innovation and development to a new level by 2025. The Pazhou Artificial Intelligence and Digital Economy Pilot Zone will also aim to become a new engine for technological innovation and development, while the new industries, new business forms, as well as new models spawned by the integration of information technology and the real economy will become an important driving force for the development of the digital economy.

Haizhu strives to be among the leaders in Guangzhou in terms of scientific and technological strength by 2035, aiming to become a demonstration area for high-quality development of scientific and technological innovation that leads Guangzhou, serves the Guangdong-Hong Kong-Macao Greater Bay Area, as well as radiates to the world.

By 2035, Pazhou will build a world-class digital economy demonstration zone, achieving new breakthroughs and key technological innovations in artificial intelligence and digital economy.

Haizhu will also make efforts to develop the "one zone-one valley-one circle" model, in which the one zone refers to Pazhou Artificial Intelligence and Digital Economy Experimental Zone, the one valley refers to Sun Yat-sen University (SYSU) International Innovation Valley, and the one circle refers to Haizhu's cultural, business, and tourism integration circle.

Pazhou will play a leading role in the demonstration of leading enterprises. It will strive to introduce well-known leading digital economy enterprises from home and abroad, attract high-quality supporting enterprises from the upstream and downstream of the industrial chain, as well as create a stable digital economy industry ecosystem. On this basis, leading digital economy enterprises will integrate with professional exhibition enterprises from home and abroad to cultivate digital economy exhibition brands with international influence.

Pazhou will encourage leading enterprises to build open source and open innovation platforms, as well as gather upstream and downstream enterprises and developers to build industrial technology innovation alliances. It will also guide more technology-based SMEs to participate in collaborative innovation, build artificial intelligence and digital economy industrial innovation centers, as well as continue efforts to develop artificial intelligence-driven high-tech industries, such as big data, cloud computing, and the industrial internet.

Haizhu will provide support to multinational companies that set up R&D centers, innovation platforms, and business incubators in Pazhou. It will also help build a number of international public R&D platforms, as well as intellectual property service and technology transformation platforms, while striving to form an international innovation cooperation network for digital economy innovation.
