During the 14th Five-Year Plan period (2021-25), Haizhu aims to bolster the development of its artificial intelligence and digital economy industries to be at a national-leading level through industry-city integration.

In March, Haizhu started construction on the Algorithmic Silicon Valley in Pazhou, with the goal of building the Pazhou Artificial Intelligence and Digital Economy Experimental Zone into China's algorithm center. Chen Junlong, an academician of the European Academy of Sciences, said that the algorithm industry would be the next opportunity in the digital age.

The Pazhou West Area has attracted many leading companies, including Baidu, Tencent, Alibaba, and Vipshop. These companies have also brought many cutting-edge projects in artificial intelligence and digital economy to Haizhu.

In 2020, Haizhu's GDP exceeded 200 billion yuan ($29.9 billion). The district will adhere to the development of digital-enabled industries and urban governance capacity, as well as promote the integration of industries and cities to build a digitally integrated district.

In the next five years, Haizhu aims to have a GDP exceeding 300 billion yuan, with an average annual growth rate of about 6 percent. It also strives to be home to 70 municipal headquarters enterprises and 40 enterprises with annual output value exceeding 100-million-yuan, while having the per capita income of residents increase steadily.
