Haizhu issued measures for rating and awarding commercial buildings and parks at a press conference on May 17, while also releasing a white paper on Haizhu district's building economy.

Haizhu has established an economic contribution award and an innovation contribution award. Commercial buildings and parks that introduce enterprises above designated size that have made significant contributions to the district’s economic and social development can receive a reward of up to 6 million yuan ($888,600) per year.

Additional rewards are also available for the introduction of commercial buildings and parks that introduce enterprises recognized by national-level engineering research centers, technology innovation centers, provincial laboratories, engineering technology R&D centers, as well as technology innovation centers.

"In Guangzhou, Haizhu district boasts the highest reward and support amount for the building economy, showing its full sincerity," said Feng Yingying, chief of the Haizhu investment promotion bureau.

Feng also noted that the white paper combines the data of Haizhu's past monitoring of its building economic development with results from the district's cooperation with professional institutions in systematically exploring Haizhu's building economic development history, investment environment, new trends in industrial agglomeration, as well as the introduction of building economy policies. It also analyzes the number of commercial buildings, size, distribution, new supply, rent, vacancy rate, and industry development status in the district.

Haizhu's building economy has entered a period of vigorous development. As of 2021, Haizhu had completed and put into use 97 commercial buildings that are larger than 10,000 square meters. Currently, the district has buildings spanning over 5.6 million sq m available for investment.

In 2021, there were 14 commercial buildings with a tax revenue exceeding 100 million yuan in Haizhu, an increase of 1.33 times compared with 2015.
