Haizhu recently issued star ratings and incentive measures for business buildings and parks in the district. The district will evaluate and reward Haizhu star-rated commercial buildings and Haizhu star-rated parks based on their benefit output, industrial agglomeration and innovative potential.

Applicants should be independent legal enterprises that are legally registered, pay taxes according to law, and have a fixed office in Haizhu. In the past two years, they should have no major safety violations, administrative penalties for fire violations or fire hazards, major health and epidemic prevention violations, and major negative public opinion incidents, while in the past three years they should have no serious illegal or dishonest acts.

Those who apply to become a star-rated commercial building must be a commercial office building with clear property rights and have been put into operation within the administrative area of Haizhu district. They must have a commercial office area of no less than 30,000 square meters and a business and tax registration of no less than five enterprises in Haizhu.

Those who apply to become a star-rated park must have been put into operation in the administrative area of Haizhu, have a total construction area of no less than 10,000 sq m, be home to more than 10 enterprises, and more than 95 percent of office enterprises in the park must be registered in Haizhu.

This measure requires that the total annual economic contribution of enterprises in the park be more than 20 million yuan ($3.14 million), the annual financial contribution to the district's economic and social development be more than 3 million yuan, and the total annual revenue of the enterprises be more than 100 million yuan. A variety of highly-competitive innovative enterprises must have fixed operation and management units and have operated in the park for at least one year.

Haizhu will give economic contribution awards and innovation contribution awards to eligible commercial buildings and parks. Relevant measures for the Economic Contribution Award stipulate that a reward of 200,000 yuan will be given to commercial buildings and parks with enterprises that have an annual economic contribution of more than 10 million yuan.

Haizhu will give 100 million yuan to commercial buildings and parks if they become home to enterprises that are new to Haizhu in the fields of information transmission, software and information technology services, wholesale and retail, scientific research and technical services, as well as enterprises with an economic contribution of more than 100 million yuan.
