Guangzhou's Committee for Deepening Overall Reform has taken measures to promote the high-quality development of Haizhu, including 20 items related to reform and innovation.

In the measures, the committee states that Guangzhou will develop the Pazhou Artificial Intelligence and Digital Economy Experimental Zone into a world-class digital economy demonstration zone.

Haizhu will strengthen technological innovation and promote digital technology for use in government affairs, security and transportation. It will intensify efforts to increase talent housing and public rental housing construction and build a benchmarking area in the international consumption center city. It will develop the Sun Yat-sen University piece market into an international textile fashion center based in the Guangdong-Hong Kong-Macao Greater Bay Area.

It will also build a century-old tree-lined avenue and central wetland value circle to create a new hub for green development. It will promote the interconnection of Guangdong, Hong Kong and Macao and the construction of the Pazhou-Hong Kong-Macao Passenger Port and Haizhu Bay Tunnel and open a water passenger route from Pazhou to the Hong Kong International Airport.

Lingnan culture (the culture of Guangdong and nearby provinces in southeastern China), which includes Lingnan calligraphy, instruments and embroidery, will be widely preserved and improved in Haizhu. Haizhu will also build a cultural center, art museum and science museum to promote Lingnan culture.
