The Department of Culture and Tourism of Guangdong Province issued a notice on Aug 24 on the matter of inter-provincial tourism. 

As of Aug 24, all travel agencies and online tourism companies in Guangdong province are now allowed to carry out cross-provincial tours as well as offer "airplane tickets + hotel" packaged services.

However, local travel agencies and online travel companies are not allowed to organize tours or travel to or from medium- and high-risk provinces (regions or cities) in China.
