The application for this year’s assessment of entrepreneurial talents in Haizhu district, Guangzhou, has kicked-off.
The selected entrepreneurial talents of Haizhu can enjoy financial support of up to 600,000 yuan ($92,880), and enjoy a comprehensive benefit package including housing, education, medicare, transportation as well as rapid entry and exit.
Entrepreneurs who meet the following conditions are invited to log in to the service platform called “Haizhu Policy Fulfillment Service Platform(海珠政策兑现服务平台)”and register their application, between June 28 and July 25.
Conditions for starting a business in Haizhu
I. Applicants shall be under the age of 65 (Nobel Prize winners, academicians of the Chinese Academy of Sciences or academicians of the Chinese Academy of Engineering are not subject to age restrictions), and the age requirements for outstanding contributors may be relaxed (subject to the date of receiving the application, the same below).
II. Applicants should set up an entrepreneurial team composed of suitably qualified professionals and management personnel. Applicants and at least one core member of the team shall work full-time in the district.
III. Applicants should be the main founder of the business, acting as the legal person, key executive (deputy general manager or above) or technical leader (technical director or above). Applicants should hold more than 30 percent of the shares (if the enterprise’s estimated value in the previous round reached between 300 million yuan and 500 million yuan, the applicants should hold no less than 20 percent of shares; if the valuation exceeds 500 million yuan, the proportion of the shares shall not be less than 15 percent).
IV. The enterprise shall conform to the development direction of key industries in the district.
V. The paid-up capital of the enterprise shall not be less than 300,000 yuan.
VI. The enterprise shall have no less than 3 full-time employees, or the legal building area of the enterprise's office in the district shall be no less than 50 square meters.
VII. In principle, the equity ratio of the enterprise shall not be changed during the period of policy support. If the equity is changed due to capital increase or employee shareholding, the shares held by the applicant shall not be less than 15 percent.

Growth Entrepreneurial Talents
(1)The enterprise has been registered in the district for at least three years and less than eight years (extended to 10 years for biopharmaceutical enterprises).
(2)The enterprise undertakes projects that conform to the industrial orientation of the district and have certain market prospect, economic and social benefits or innovation value.
(3) The realized and committed annual growth of the enterprise's operating income shall at least be maintained at 10 percent.
Start-up Entrepreneurial Talents
(1)The enterprise has been registered in the district for less than three years (extended to five years for biopharmaceutical enterprises).
(2)The enterprise undertakes projects that conform to the industrial orientation of the district and has certain market prospect, economic and social benefits or innovation value.
(3) The actual market investment should be obtained after registration in the district.
