Guangzhou released its 14th Five-Year Plan (2021-25) on May 19, which covers almost all aspects of the city’s economic and social development in the next five years. Parts of the plan involve Haizhu district.
The plan points out that Haizhu’s developing priorities will be the digital and headquarters economy. It’s expected to expand and strengthen the pillar industries, including modern information technology, Sci-Tech service, high-end business service, trade exhibitions and cultural tourism.
The district will also strive to enhance emerging industries such as artificial intelligence, finance, life and health as well as new materials, according to the plan.
In addition, Haizhu needs to upgrade traditional industries and step up efforts to foster the industries of the future.
The 14th Five-Year Plan (2021-25) notes that Guangzhou will become a model area of artificial intelligence and digital economy, with the Pazhou area in Haizhu playing a part. Aiming to become a world-class digital economy cluster, Pazhou area will strengthen efforts to achieve leapfrog development in information services, artificial intelligence and e-commerce from 2021 to 2025.
As for ecological protection, the plan mentions the Haizhu wetland, which is known as the green heart of Guangzhou. While preserving the natural resources, the city plans to build landscape architecture and recreational facilities, making the wetland an ecopark.
Another focus on Haizhu is building of the Lingnan (South China) cultural center that integrates traditional culture in cities including Guangzhou, Foshan and Chaozhou and helps unite people in the Guangdong-Hong Kong-Macao Greater Bay Area.
